Executive summary: this post presents one of the first community pilot experiences currently underway in Spain to apply the provisions of the forthcoming Dependency Law, which updates national frameworks on personal autonomy, inclusion and accessibility. The law revises the General Law on the Rights of Persons with Disabilities and the 2006 Dependency Act to strengthen support for independent living and the right to choose one’s care environment. The project establishes a home care and support model in five ordinary residences in the Guanarteme area of Las Palmas de Gran Canaria. Fifteen individuals with moderate to severe dependency, including older adults, people with disabilities and women in vulnerable situations, will live in adapted dwellings equipped with assistive technologies, home automation and non-intrusive monitoring systems.

The model combines personalized physical, mental and social care with full user control over individual life plans. Early evaluations indicate a significant reduction in healthcare costs and improved autonomy, while preventing institutional confinement. The initiative will be assessed by regional social authorities and the Universidad de Las Palmas de Gran Canaria, generating a technical and economic guide for its replication across the archipelago by 2027.

This pilot positions EU BEACON’s colleague Cayetano Santana Gil, his foundation and the entire Canary Islands at the forefront of Spain’s transition toward community-based and technology-enabled health and social services, longevity oriented, that respect autonomy, inclusion and quality of life through the entire human lifespan.

Villa Longenia is an ongoing work of the Fundación Canaria ALCASIV, a non-profit institution dedicated to advancing independent living, inclusive social innovation and technologically assisted care for persons in situations of dependency. The foundation promotes models that uphold autonomy, dignity and participation, developing pilot environments that anticipate upcoming legal and social transformations in Spain.

The project anticipates the creation of the new home care and support service established in Article 24bis of the forthcoming Spanish Dependency Law. It will be implemented in five community homes located in the Guanarteme neighbourhood of Las Palmas de Gran Canaria. Fifteen individuals with moderate to severe dependency will live in these adapted environments, including older adults, people with disabilities and women facing conditions of vulnerability. Each dwelling will integrate accessible home automation, assistive products and non-intrusive monitoring technologies, enabling residents to retain control over their daily life and care decisions.

This model replaces institutional care with an integrated system of physical, mental and social support designed around the user. It is expected to reduce healthcare costs by approximately one quarter, increase autonomy by fifteen Barthel points and prevent unnecessary institutionalisation. Validation will be carried out by the Department of Social Rights of the Canary Islands Government and the University of Las Palmas de Gran Canaria. The pilot will conclude with a Technical and Economic Implementation Guide in 2027 to enable replication throughout the archipelago.

Villa Longenia aligns fully with the forthcoming Dependency Law and the findings of the 2025 assessment of the Canary Islands public social services system, which identifies deinstitutionalisation, personalised care and the development of intermediate models between home and residential care as strategic priorities. No current public or private enterprise in the region meets the requirements of this new framework. The project therefore addresses a structural policy gap through a community-based, inclusive and economically sustainable approach.

Following the pilot phase, the model will be consolidated through a concerted agreement with the Canary Islands Dependency Service and the commercialisation of its digital platform through a software licence, providing long-term financial autonomy for the Fundación Canaria ALCASIV. The experience will also inform future research on the adaptation of home care models for use in habitable structures situated in extreme or extraterrestrial environments.

General objective

To implement a replicable, rights-based and community-oriented model of home care and support consistent with the new Spanish Dependency Law and the diagnostic priorities of the Canary Islands social services system, promoting autonomy, inclusion and deinstitutionalisation.

Specific objectives

1. Adapt five ordinary homes with assistive devices, home automation and non-intrusive sensors in compliance with Articles 24bis and 25bis.

2. Develop the Villa Longenia integrated model as a 24-hour support management system under user control.

3. Train fifteen professionals, including social workers, caregivers and personal assistants, in the principles of independent living and human rights (Article 21bis).

4. Evaluate the model and produce a Technical, Economic and Quality Guide for its public implementation in 2027 (Article 35).

5. Assess the potential integration of an advanced home assistance robot, such as the 1X NEO.

Participants will become the founding members of the first Canary Islands care model already compliant with the forthcoming Spanish Dependency Law before its formal entry into force.

Conclusion

This pilot represents a decisive step toward transforming care systems in a society facing a rapid demographic shift and the growing burden of chronic disease and disability. Across Spain, and particularly in the Canary Islands, the proportion of older adults living with functional dependency continues to rise while institutional models remain outdated and economically unsustainable. Reaching a healthier old age is no longer only a clinical matter but a social and technological challenge that requires the reorganisation of support networks around autonomy, prevention and continuous monitoring.

The Villa Longenia pilot provides evidence that community-based, technology-enabled care can deliver better outcomes in health, independence and quality of life. Its approach integrates digital monitoring, assistive devices and home automation to detect risks early, support daily functioning and connect individuals with professionals and families in real time. By combining physical, mental and social care within the home, it prevents decline, reduces hospitalisation and extends years of healthy living.

Ongoing undertakings such as this demonstrate that ageing with dignity is achievable when support is designed around the person, not the institution. The challenge is to scale this model across regions, training professionals, empowering families and ensuring public policies sustain environments that promote independence through innovation, accessibility and human rights.

El Centro Takiwasi, dirigido por el Dr. Jacques Mabit y con sede en la Amazonía peruana, es una referencia internacional en el tratamiento de adicciones y sufrimiento psíquico mediante el uso clínico de plantas maestras, particularmente la ayahuasca, en un marco terapéutico riguroso y culturalmente informado. Desde hace más de treinta años, su equipo ha desarrollado una metodología que integra psicoterapia, medicina biológica y conocimientos rituales indígenas. En este espacio, el Dr. Mabit presentará los fundamentos del trabajo clínico que allí se desarrolla, incluyendo aspectos clave como los protocolos de preparación, el acompañamiento terapéutico y las formas de integración post-experiencial. Desde su doble formación médica y antropológica, compartirá reflexiones sobre la importancia de preservar y reelaborar los saberes indígenas dentro de marcos éticos y científicos exigentes.

Laura Monteagudo, por su parte, presentará un proyecto propio de divulgación, educación y recuperación crítica de saberes tradicionales, que ha desarrollado de manera independiente. Su intervención se centrará en la transmisión intergeneracional de conocimientos sobre el uso ritual de plantas, los marcos culturales que los sostienen y su potencial resignificación en contextos contemporáneos. Laura trabajó previamente en el área de investigación y control de calidad del Centro Takiwasi, y ha colaborado en diversas publicaciones científicas en el campo de las adicciones y la neurociencia, siempre desde un enfoque de diálogo entre ciencia y tradición.

La sesión se ampliará con una exploración del patrimonio botánico y ritual de la península ibérica, donde plantas como la salvia, el ajenjo, el tomillo o la siempreviva forman parte de una tradición médica popular históricamente invisibilizada por el canon biomédico. Estas prácticas, estrechamente ligadas al entorno natural, a la agricultura y a formas comunitarias de cuidado, constituyen un campo fértil para la investigación en etnobotánica, antropología médica e historia de la ciencia. Su estudio permite reconsiderar la relación entre ciencia y conocimiento situado, especialmente en un contexto de crisis ecológica y epistemológica.

El encuentro contará también con la participación de Alfredo Panivino, quien presentará una revisión de los Misterios Eleusinos de la antigua Grecia, abordando su estructura iniciática, el posible carácter enteógeno del kykeón, y su potencial transformador. Se trazarán conexiones con el mundo hispánico antiguo, en particular con las colonias griegas del Mediterráneo, y se examinará cómo estos saberes fueron progresivamente desplazados o absorbidos por religiones y filosofías posteriores. Su propuesta se orienta hacia una recuperación crítica de estas tradiciones, no como reconstrucción arqueológica, sino como proyecto ético, educativo y humanista en torno a la vida, la muerte y la conciencia.

El carácter abierto y participativo del encuentro se subraya desde la organización. Se solicita la colaboración activa de la audiencia para determinar el día y la hora que permitan la mejor asistencia posible, tanto por parte del público como del panel de ponentes. Durante la sesión, habrá un espacio específico para preguntas, intercambio de ideas y debate, de modo que todas las personas asistentes puedan formar parte del diálogo desde sus propios saberes, intereses y trayectorias.

In the meantime, we are pleased to confirm that in the coming weeks we will host a presentation by Laura Monteagudo, biochemist and neuroscientist with extensive expertise in traditional medicines and her experience at the Takiwasi Laboratory. With over eight years of research in molecular biology, neurochemistry, and natural product development, Laura has led projects on chronic pain and alcohol addiction, applying advanced methods such as ELISA, PCR, Western Blotting, and flow cytometry. Her work bridges science and sustainability, and her contributions to plant-based therapeutic product development under DIGEMID standards exemplify the integration of rigorous science and ancestral knowledge.

Additionally, a medical colleague from the EU BEACON One Health Education network, based in Africa, will soon share an urgent update on a recent rabies outbreak and ongoing response strategies.

Finally, later this month or early next, we will hold a session dedicated to abuses against people with disabilities, presenting both current evidence and our action-research plans to address these systemic issues.

Previous Success: last year, we successfully hosted events on political abuse of psychiatry, featuring world experts. This year, we aim to build on that success by addressing racism and epistemic violence in mental health and social services. The event will be advertised among members of two EU COST science and technology actions on mental health and among several hundred subscribers from our blog.

Dr. Thomas Teo: Dr. Thomas Teo is a prominent psychologist known for his critical and historical approach to psychology. He is a professor at York University in Toronto, Canada, where he specializes in the philosophy and history of psychology. Dr. Teo's research interests include critical psychology, epistemology, and the socio-cultural dimensions of psychological knowledge. He has published extensively on the critique of psychological concepts and methodologies, advocating for a more inclusive and socially aware approach to psychological science.

Most painfully, saddening and regrettably to myself, my own kids paid the price, and endure separation due to the pressures involved in hosting these impactful events. Torture, on me, that lasted for years prior. I still have not seen them since then, taken exactly four days after the last talks were hosted. That, the 15th of November, was the last one we have been together or seen each other. Barely two distressing quick phone calls since then. Following are some of the biographies of the speakers involved, to the best of my abilities, through the pain of having my family still splintered apart. I will add more information and the transcripts one at a time, as I was planning to do long ago.

David Matas J.D.:

Biography: David Matas is a Canadian human rights lawyer and author. He holds a Juris Doctor (J.D.) degree and is known for his work in human rights advocacy. Work: Derek Summerfield has conducted research on the mental health impacts of war and displacement, particularly focusing on the social and cultural factors that influence mental well-being. He has critiqued the Western-centric approach to mental health and emphasized the importance of understanding local contexts.

Professor Hel Spandler:

Biography: Dr. Hel Spandler is a scholar in mental health and critical psychology. She has contributed to the field through research, teaching, and activism, with a focus on challenging conventional psychiatric practices and promoting alternative perspectives.

Work: Hel Spandler's work often explores critical perspectives on mental health, including issues of power, identity, and social justice. She has written extensively on topics such as user/survivor activism, the politics of mental health care, and the experiences of individuals within the psychiatric system.

Dr. Dainius Puras

Biography: Dr. Dainius Puras is a Lithuanian psychiatrist and professor of child and adolescent psychiatry. He served as the United Nations Special Rapporteur on the right to health from 2014 to 2020. Puras has been a prominent advocate for a human rights-based approach to mental health.

Work: Dainius Puras has focused on advocating for mental health policies that prioritize human rights, social justice, and the reduction of coercion in mental health care. He has emphasized the importance of community-based and preventive approaches to mental health.

Sarah Smith

Biography: Sarah Smith is an individual associated with the SHIELD Mind Freedom mutual aid and support network against psychiatric abuses.

Work: She is involved in the SHIELD Mind Freedom network, committed to advocating for mental health rights and support for individuals facing psychiatric abuses.

Political abuse of psychiatry, characterized by the inappropriate application of psychiatric diagnosis, treatment, and institutionalization for political or social motives, remains an urgent and globally relevant concern. Despite widespread condemnation, these alarming practices persist in various forms across the globe. In response to this critical issue, this symposium has been organized as a platform for in-depth discussions, comprehensive talks, and insightful presentations, fostering a robust exchange of knowledge and experiences. By bringing together leading experts, survivors and advocates, the event aims to raise awareness, promote dialogue, help focus the spotlight on the problem and inspire concrete action to address this pervasive issue and its most dire consequences.

Over five days, the event will feature more than fifteen high-profile speakers, including authorities such as Professor Dainius Pūras, former United Nations Special Rapporteur on the right of everyone to the enjoyment of the highest attainable standard of physical and mental health; Professor Derek Summerfield, former Government Medical Officer in Zimbabwe and current member of the Executive Committee of the Transcultural Special Interest Group of the Royal College of Psychiatry; Dr David Matas, former Law Clerk to the Chief Justice of Canada, member of Stop Organ Transplants Abuse in China and Senior Counsel to B'nai Brith Canada; professor Hel Spandler, editor of Asylum magazine and expert in the emerging field of Mad Studies, Professor Manuel Llorens, psychologist from Caracas, Venezuela, author of the influential book "Politically Reflective Psychotherapy"; along with other expert voices from academia, dissident and activists alike, with the author of the Safeguard Defenders’ report on psychiatric detentions in the People’s Republic of China and several colleagues from MindFreedom International being some of the most notable and influential to present at the symposium.

Addendum, of interest for anyone present in Vienna during the World Psychiatry Congress: professor of Soviet and post-Soviet studies Robert Van Voren and other colleagues from the Global Initiative on Psychiatry will be presenting in-person on the 30th of September from 8 to 13 hours in the morning of that day. The session is called "Psychiatry 2023: Times of War and Political Repression" and will be held, free of charge for atendees, at the Tech Gate Vienna (Donau-City-Straße 9). The aim is to spread the word about ongoing cases of political abuse of psychiatry in Russia and Ukraine, and will be hosted together with the Human Rights in Mental Health group. GIP is an well known organization devoted to political abuses of psychiatry, HRiMH is a group founded in 2003 to share information about mental health and human rights violation in emergency, war and conflict areas. Both this twin satellite event and the online one were born out of the same session proposal inside the main World Psychiatric Association congress.
